Ullrich or Baso would have won the tour this year.
Ridding cycling of doping isn't going to happen any time soon. Every one of the top riders does it... they can't compete if they don't.
Doping is the use of EPO, a blood hormone that increases the amount of oxygen in the blood. The more oxygen in the blood, the faster, harder and longer a cyclist can ride.
If one top rider is using it, the rest have to, just to be able to compete. It is extermely wide spread in the cycling world.
